You spend the next evening chucking out a rake and cleaning the bottom of snags and weed. You spend half hour or so the next evening plumbing around with the pole, making a few rigs and running them through to test them. YOU HAVE NO BAIT!! Do you need a rod licence if challenged??

I think you'd have to meet a very over zealous EA officer to get charged with fishing without a hook and bait. One would hope that common sense would prevail.
